The schedule of vaults is complete

Statement of the Acting Chairman, read into the record 22 August 2026. Delivery page.

The Bank did not print today.

The schedule of vaults is complete. There are five. Your vault is assigned at activation, by fate, and may be raised.

Upgrades are settled in $CBOB. It is obtained from the Bank and from nowhere else.

The Schedule of Vaults, First Edition, is published in full and is to be read with Purposes and Functions.

There are five levels of member bank vault. Level One is the smallest and Level Five is the largest. A vault's level is assigned at activation, by fate. It cannot be applied for and it cannot be appealed. It may be raised, one step at a time, and it never falls.

Every level carries a weight, and weight is the only quantity that decides how a distribution is divided. A Level Five vault receives three times what a Level One vault receives from the same distribution. Not sixteen. The Bank is not a casino. The Bank is a bank.

The eighty five percent described in Section VI of Purposes and Functions is divided among activated vaults by weight. An unactivated vault carries a weight of zero, sits outside the denominator, and receives nothing. At every settlement the Bank publishes the count at each level and the sum of their weights, so that any member may do the division and arrive at the figure the Bank arrived at.

A level is raised by burning $CBOB. It is raised one step at a time and no step may be skipped. A raised level is permanent, and a level never falls. $CBOB is obtained from the Bank and is obtained nowhere else.

The Schedule states four matters the Bank has not settled, in a section of its own, so that the reader is not required to guess and is not invited to assume.
