Vault equipment tested. Both results entered as successes.

The Bank tested the vaults this morning.

Staff put money in. Nothing came out.

Staff then tried to take money out of a vault the Bank does not own, and were refused by the Bank's own equipment.

Both results are entered into the record as successes.

The vaults are coming.

The Bank sets out the test in full.

In the first test staff deposited value into a vault and then attempted to retrieve it. The value went in. Nothing came out. The vault behaved exactly as Section VIII of Purposes and Functions describes: it accepted the deposit and offered no mechanism by which the deposit could be taken back out. The Bank did not treat this as a fault at any point during the test.

In the second test staff attempted to take value out of a vault belonging to somebody else. The equipment refused. The Bank notes, for the record, that the equipment refused the Bank.

A reader who finds the first result alarming and the second reassuring has understood the design. They are one property, tested from two sides. The equipment that will not let a member out is the equipment that will not let anybody in, and the Bank declined to build one without the other.

The Bank passes no comment on institutions whose equipment refuses only the second of these.
