Construction of the vaults is nearly complete. When they open, the Bank will issue two hundred forty founding charters, one for each Proof of Burn, at no cost.
The window is seven days. Not eight. It does not reopen.

When the vaults open, the Bank will issue its founding charters. There are two hundred forty of them, one for each Proof of Burn in existence, and they are issued at no cost.
A founding charter is claimed by presenting a Proof of Burn. The Proof of Burn is destroyed on presentation, and the charter is issued in its place. One Proof of Burn, one charter. The network fee for the transaction is paid by the holder.
The claim window is seven days. Its opening and its close are fixed before it opens, and the date will be announced before the window opens. Once fixed, the window is not moved, extended, paused or reopened. Not on request. Not by the Governors. Not by this office.
A Proof of Burn not presented by the close is forfeited. Its charter is never issued. The Proof of Burn remains with its holder as a record of the burn, and it is not redeemable for anything further.
No charter after these will be issued at no cost. Every later charter is paid for.
The holders of the founding charters will form the governance of the Bank: the voting body, the council, and the Governors.
An unactivated charter contains nothing and receives nothing. Activation is a separate matter and will be addressed separately.
